Introduction

This core course examines the policy and legal environment, as well as the institutional arrangements within which regulation for the ICT sector is located.  Policy and regulation is conceptualised against constitutional foundations and legal frameworks, and in the context of the legal principles of separation of powers and administrative justice.  National legislation governing telecommunications, broadcasting and the Internet is contextualised and reviewed in relation to legal principles and its impact on policy, institutions and regulatory practice in the sector
