South African Police Service 1 April 2002 to 31 March 2003 The Minister for Safety and Security. It is my privilege to present to you the Annual Report of the National Commissioner of the South African Police Service for the 2002/2003 financial year.

The South African Police Service (SAPS) is firmly committed to providing a quality police service to the people of South Africa. This Strategic Plan outlines the direction to be taken by the SAPS over the next three years, 2002 to 2005, and has as its main focus the improving of service delivery to all communities.

The values of the South African Police Service are to:
protect everyone's rights and to be impartial, respectful,
open and accountable to the community; use the powers given to us in a responsible way; provide a responsible, effective and high-quality service with honesty and integrity; evaluate our service continuously and make every effort to improve on it;
use our resources in the best way possible; develop the skills of all members through equal opportunity; and
cooperate with the community, all levels of Government and other role-players

The 2005 / 2010 Strategic Plan for the
South African Police Service reinforces the
advances that have been made during the 1st
10 years of democracy and establishes a solid
foundation for a more safe and secure 2nd
decade of democracy. In his State of the
Nation Address on 11 February 2005,
President Thabo Mbeki not only paid
tribute to the many committed police men
and women who defend the safety and
security of our communities on a daily basis,
but importantly, also confirmed that crimes
levels are decreasing, particularly contact crimes. This is a firm indication that the SAPS is
doing the right things and the purpose of this Strategic Plan is to ensure that the progress that
has been achieved, is extended further.

The Strategic Plan of the Department creates the opportunity for us to
reflect on how far we have come, what commitments we have made and
how we measure ourselves in terms of our objectives. It is very clear
that our vision of a safe and secure South Africa must be realized if we
are going to succeed in creating a better life for all our people. A huge
responsibility is placed on us and we believe the Strategic Plan lays the
basis for how the country and crime will be policed during the next five
years.

The Police Service Act, 1995 (Act No 68 of 1995) requires the National Commissioner to
develop a plan, setting out the priorities and objectives of policing for the following financial
year. The Planning Information for 2005/2006 serves as the Annual Plan of the National
Commissioner in this regard. This is also in line with Treasury Regulations 2002,
subparagraph 5.2.2(d) which stipulates that the Strategic Plan must include inter alia,
measurable objectives, expected outcomes, programme outputs, indicators and targets of the
institution’s programmes.

The Police Service Act, 1995 (Act No 68 of 1995) requires the National Commissioner to develop a one-year plan, setting out the priorities and objectives of policing for the forthcoming financial year. The Planning Information for 2006 / 2007 is an extension of the South African Police Service (SAPS) Strategic Plan 2005 to 2010 and serves as the Annual Plan of the National Commissioner. The Strategic Plan 2005 to 2010 provides the strategic direction of the SAPS for a five-year period while the Planning Information, extrapolated from the Strategic Plan 2005 to 2010, indicates the priorities and objectives that the SAPS will focus on during a particular financial year. The Planning Information 2006 / 2007 therefore extends the policing priorities and objectives described in the Planning Information 2005 / 2006, within the strategic direction provided by the Strategic Plan 2005 to 2010. This is also in line with the Treasury Regulations 2005, subparagraph 5.2.2(d) that stipulates that the Strategic Plan must include inter alia, measurable objectives, expected outcomes, programme outputs, indicators and targets of the institution’s programmes.

extrapolated from the Strategic Plan 2005 to 2010, indicates the priorities and

Annual Performance Plan for the SAPS for 2008 / 2009 therefore extends the
policing priorities and objectives within the strategic direction provided by the
Strategic Plan 2005 to 2010. T his is also in line with the Treasury Regulations

Section 11 (2) (a) of the South African Police Service Act, 1995 (Act No. 68 of 1995) requires the
National Commissioner to develop a one-year plan, setting out the priorities and objectives of
policing for the following financial year. The Annual Performance Plan for the South African Police
Service for 2009/2010 has been developed in accordance with the South African Police Service
Act, 1995 (Act No. 68 of 1995) and is an extension of the South African Police Service Strategic
Plan for 2005 to 2010. The purpose of the SAPS Strategic Plan 2005 to 2010 is to direct strategic
and operational planning within the SAPS for a five-year period, while the Annual Performance
Plan, extrapolated from the Strategic Plan 2005 to 2010, provides a clear indication of the strategic
priorities within the context of the prevailing financial year, the measurable objectives and targets
associated with the priorities, and guidelines for the implementation of the one-year focus. The
Annual Performance Plan for the SAPS for 2009/2010 therefore extends the policing priorities and
objectives within the strategic direction provided by the Strategic Plan 2005 to 2010. This is also in
line with Treasury Regulations 2005, subparagraph 5.2.2 (d) which stipulates that the Performance
Plan must include measurable objectives, expected outcomes, programme outputs, service
delivery indicators and targets in respect of the Department’s programmes.

The South African Police Service is one of the vital cogs in ensuring that the
Government’s vision of the developmental state is achieved. Without the stability and
the sense of safety and security, this vision would flounder. The Department of Police
takes this onerous responsibility fully cognisant of its vital importance in delivering on
the electoral mandate. The war against crime and corruption must be intensified and
citizens need to know that we have claimed the country, street by street, back from
the criminals. Our communities also expect nothing less from us. It is this expectation
therefore that guides the short and medium-term planning of the Department, so as
to ensure that management and personnel at all levels are focused towards achieving
this objective. This Annual Performance Plan for the Department for 2010/11, in
addition to the changes that have taken place within the Department, provides a clear
indication of our commitment to achieving this objective. The Annual Performance
Plan can therefore be considered as the blueprint that will guide policing during the
next year linked to the strategic direction determined by the Department for
2010 - 2014.

This report reflects the considerable developments that have taken place within the context of Crime
Prevention and Criminal Justice in South Africa, specifically within the lead departments in the
Criminal Justice System, over the past four years. The period 2000 to 2005 has, throughout all
government departments, including the Departments of Justice and Constitutional Development,
Correctional Services, Safety and Security and Social Development, been characterized by a focus on
improved service delivery. The transformation of the policies and practices inherited from the past
has been all but completed and the effective implementation of policies now takes precedence.
